This mobile phone affords DUAL GSM lines and TV play. Do you need wifi to use Bluetooth on an iPod touch?

I'm trying to play some games with my cousin, but he has an iPod and I have an iPhone...so does anybody know a way we would be able to play some games against each other even though we don't have access to wifi?
